CLIII (2018) KW - N2 - Durante el período 1997-2017 la región metropolitana de Madrid pasó por varias etapas bien definidas, desde la «burbuja» inmobiliaria de la primera década hasta el escenario abierto por as elecciones de 2015 con el acceso a los ayuntamientos de candidaturas populistas inspiradas en el movimiento ciudadano del 15 de mayo de 2011. A lo largo de gran parte del periodo considerado se asiste a la consolidación de un modelo urbano de inspiración neoliberal marcado por los intereses del conglomerado financiero-inmobiliario, respaldado por un marco normativo de signo liberalizador y traducido en políticas que privilegian un modelo de ciudad difusa con tendencia al policentrismo. Con ello se estaba impulsando el proceso de conversión de Madrid en una región metropolitana con todos los rasgos que le son propios y sobre un ámbito interregional. Sin embargo, no hubo ningún avance en la puesta en funcionamiento de los instrumentos de planificación y gestión del hecho metropolitano madrileño ni tampoco se produjo la aparición entre los agentes sociales de una mentalidad metropolitana. Con la llegada a los ayuntamientos del nuevo activismo urbano por mediación de las candidaturas «para el cambio» se han producido indudables avances en la gobernanza a través de la generalización de la participación ciudadana en la toma de decisiones. De aquí que el municipio como base de la participación ciudadana y para la solución de los problemas de la vida cotidiana se haya convertido en el soporte y justificación de un relanzamiento del municipalismo. De donde se desprende la difícil irrupción de la escala metropolitana en el actual contexto de inspiración municipalista, siendo el ayuntamiento de Madrid un arquetipo de la estrategia de reforzamiento del protagonismo municipal carente de perspectiva metropolitana. Abstract From 1997 to 2017 Madrid and its metropolitan region has gone through a set of quite different stages starting with the one decade long real estate «bubble» and finishing with the access to the municipal power in 2015 of many new left political groups. Over these two decades an urban model inspired on neo-liberal ideology was strengthen by means of the coalition between the financial and the real-estate sectors being backed by a legal framework aimed at building ground deregulation. That means, on the one hand, a boost to the dispersed city model with a tendency towards the polycentrism and, on the other, a reinforcement of the process leading to Madrid becoming a metropolitan region with all its requirements and on a transregional territory. Nevertheless, neither serious advances were done by the regional authorities to implement any kind of metropolitan planning and management figures nor any metropolitan awareness was born among the urban stakeholders and the population as a whole. After 2015’s local elections new activist’s teams came to power in many Spanish and Madrid region municipalities implementing new policies that seek the participation of low-income neighborhoods’ organizations and other social and professional bodies into the local decision-making processes related to social justice and welfare. The increasingly involvement of the far left politician on local policies has brought about the search of a strengthened leadership for the municipal governments face to the regional and national ones. Having all this in mind, the lack of a sense of metropolitan perspective to urban affairs was unavoidable in Madrid Autonomous Region. UR - https://boletinrsg.com/index.php/boletinrsg/article/view/66
